CSNDC is pleased to report significant progress on several important affordable housing projects in the Codman Square area. Four Corners Plaza near the intersection of Washington and Bowdoin Streets is now complete, with a ribbon cutting event planned for this summer. The Spenser Street site in the Talbot Commons II project is on track for completion in June, and the New England Avenue site is expected to be done in November. Additionally, Norfolk Capen Homes, which are at the corner of Capen and Norfolk Streets, are set to be finished in November, with a lottery to be held this fall. Details below…
Four Corners Plaza
Construction on this $25.5M mixed-use development project located near the intersection of Washington and Bowdoin Streets, which has seen many evolutions of planning and visioning with CSNDC and the community for more than a decade, was completed in 2025. The property features affordable apartments for 35 families, along with two commercial rental spaces on the ground level. All residential units are rented. The shells of the commercial spaces are now complete, and the tenants are in the process of finishing their buildouts. The first commercial space will be occupied by Murl’s Kitchen, a popular Jamaican restaurant that will be moving from 143 Washington Street in late summer. In the second commercial space will be Mia Map Vietnamese Café, which expects to open by June. A ribbon cutting event is being planned for this summer.
Talbot Commons II
Construction is nearing completion on affordable apartments for 42 families at two sites – 19 units at 151 Spencer Street and 23 units at 25 New England Avenue in Dorchester. A lottery for both sites was completed in February. We expect Spenser Street to be completed in June and the New England Street site to be completed in November, at which point leases will be finalized and occupancy can begin.
Norfolk Capen Homes
Construction is also underway on 15 new homes at the corner of Capen and Norfolk Streets in Dorchester – six 2-bedroom condos at 11 Capen Street, three 3-bedroom condos at 270 Norfolk Street, and six 3-bedroom condos at 272 Norfolk
Street. These affordable homeownership units will be for sale at approximately half or less than market price. A lottery will be held by the Mayor’s Office of Housing in early fall, and we expect construction to be completed by November.
